美国第二巡回上诉法院推翻了之前地方法院的裁决，解除了阻止纽约法律要求ISP向低收入家庭提供15刀宽带计划的禁令。
该法律规定，对符合政府资格测试的消费者，州法律要求ISP提供每月不超过15刀的25Mbps服务或每月20刀的高速200Mbps服务。
法律允许每隔几年提高价格，并为拥有少于2万客户的ISP提供豁免。
