印度政府在周二宣布将通过行政手段分配卫星服务频谱，而非通过拍卖。这一决定与马斯克的意见相一致，并打击了该国最大的电信运营商的游说 efforts。
通讯部长Jyotiraditya Scindia 表示，卫星通信频谱是共享频谱，不能通过拍卖分配，行政分配的做法在全球范围内得到推广。
这一举措有利于马斯克的Starlink和亚马逊的Project Kuiper，而与由印度富豪Mukesh Ambani领导的Reliance Jio的拍卖主张相抵触。
马斯克在周一警告称，卫星频谱拍卖将是“前所未有的”，并引用了国际电联对共享卫星频谱的长期规定。
