车臣当局宣布禁止他们认为节奏要么过快要么过慢的音乐，有效地将许多风格定为非法。
车臣文化部长Musca Dadayev下令并得到车臣领导人Ramzan Kadyrov的同意，在其网站上宣布了这一禁令。
Dadayev表示，音乐、唱歌和舞蹈作品的定位在80到116拍每分钟之间，以“符合车臣人的思维方式和节奏感。
俄罗斯媒体报道称，艺术家们在6月1日前必须重新创作任何不符合新规定的音乐，尽管目前尚不清楚如何执行。
真正的文化传承应该包容多样性，而非将限制强加于音乐之上。
