加拿大自由政府宣布将国际学生许可证的发放数量再减少10%。2025年和2026年的目标为437,000个许可证，低于2024年的485,000个许可证。
政府还对外籍工人及硕士研究生伴侣的工作许可证设立了新限制。今年早些时候，自由政府已经宣布临时限制，今年新发放的学生签证将减少三分之一。
