意大利电信监管机构AGCOM已传唤Google和Cloudflare参加九月会议，讨论打击在线盗版的策略，此举发生在该国推出Piracy Shield屏蔽系统六个月后。尽管去年该国通过了新的反盗版立法，但IPTV盗版仍然顽固。
这项法律对盗版内容的提供者和消费者引入了更严厉的惩罚，包括观看盗版流媒体的罚款，并授予更具攻击性的网站屏蔽权限。
但主要的流媒体供应商似乎受海外法律的影响较小。
AGCOM主席Massimiliano Capitanio希望Google承诺在搜索结果中限制海盗服务，监管机构还希望Cloudflare解决使用其服务逃避屏蔽的IPTV供应商。
信息时代的盗版问题愈发严峻，如何在维护创意版权的同时保障用户权益，成为一个值得深思的话题。
